Compost is made from materials that are brought in, ground up, mixed together and composted. Bio-solids compost includes sludge from the water reclamation plants. Compost is a beneficial soil amendment tilled into the soil, and used to add valuable nutrients and organic matter to the soil and improve the soil's texture and appearance. It is not fertilizer.
