"I just wanted to tell you thanks for the great service your workers provide. Today I had a very positive experience with the gentleman picking up my yard waste. I forgot to put my trash out the night before and I heard the garbage truck drive by my house. I ran outside and put my black and green garbage can out . . . Then, about 15 minutes later the same garbage truck came down the opposite side of the street. I then saw him stop directly across from my house, get out of his truck, and then drag my green can over to his truck. He then emptied it! This was so kind of him, especially when he could have just drove right by. This is a great employee . . . Thank you!"

"I really like the Provo Police Department because they helped us find our sister-in-law, who had just come to live with us in October 2010. We were very worried because she did not know our area well and she has Downs Syndrome that greatly reduces her ability to speak clearly. A resident called to compliment Justin Fulmer in the Energy Department. The resident said he has had concerns for a long time about a street lighting problem on the west end of 3050 North. He said Justin came out, assessed the situation, and could see that the lack of lighting could cause safety concerns. Mr. Davis said Justin was very helpful in resolving the problem and since the new lighting has been installed it has helped tremendously.

"On December 19th . . . my 55 year old mother went into cardiac arrest . . . My step father called 911 and began initiating CPR. The dispatcher who took the call stayed on the phone with him as paramedics and police officers were sent. The dispatch center dispatched paramedics 34 seconds after the call was received, paramedics reached her house in 4.5 minutes. Station 24 and Rescue 21 responded. . . . My mother is alive because of the quick response of all of those involved. . . . I am extremely grateful for the outstanding police, fire and dispatch departments in Provo. I can say they are outstanding because I know from first hand experience. I have been a 911 dispatcher for Provo City for over 6.5 years. . . . My mother was treated as any other Provo resident would be treated, and . . . I know she is living today because of the exceptional care she received from the first responders that night . . ."

"Earlier this year my wife . . . who doesn't see too well, was walking home from church. Our block doesn't have curb and sidewalk. She tripped on some very large pebbles on the paved road and fell. She hurt her wrist and bloodied her knees and face. We met with your street people both in the Provo City offices and at our home. The result was that your employees felt that the best thing to do was to put in asphalt paving along our whole block next to the paved road in about a four foot strip. . . . this they have done and did excellent work and did it at no expense to the homeowners. Most appreciated."

Geniel Gaines did a great job of streamlining the paperwork and fees to keep things moving. A Provo City grounds keeper accidentally hit my car window with a rock while he was weed wacking. We called the police to just take a report for us and not only did they take the report but they cleaned the glass up for me. I was there with my four kids and it was very above and beyond of the officers to clean my car for me, he even picked up glass one by one off the seats so my kids would be safe. I don't remember both of their names but I think OTTE was training the officer that cleaned up my car. Anyways, thought you would like to know!"

"Richard Bettis, a foreman in sanitation, went beyond minimum duty June 24, when he was delivering green cans in our neighborhood. I needed my green can replaced because it was damaged, so I stopped him on the off-chance that he might have an extra one with him. As it turned out, he was able to remove the damaged one and provide a new one in a matter of a few minutes. He was professional, efficient, and courteous, despite my interrupting his schedule. He represented Provo well."

I was observing the Provo River (with some worry) and was fortunate enough to meet Richard Snyder, Storm Water Operation and Maintenance Manager. . . . Richard didn't need to talk to me at all . . . but Richard could tell I was a bit worried and took the time to talk to me about what the city was doing, what they had learned in '83 and '05, and explained other aspects of his job. . . . And not only that, Richard handed me his business card and said, 'Let me know if anything goes wrong down here or if I can do anything for you.' Last Saturday when I saw water was running around a berm . . . , I left him a voice mail and in about 10 minutes, Richard was dealing with the issue. On a Saturday. . . . I hope the city values his good service, experience and attitude."

Paul Janda
Officer Paul Janda received high praise from a very complimentary citizen who was unfortunately the responsible party in a traffic accident. Although the person was upset by the damage he caused, he was relieved that Officer Janda was so professional and thoughtful during this experience. Even though he received a citation for his involvement in the accident, the he felt strongly that he should call and let Officer Janda's supervisor know what "an outstanding job" he had done making this bad experience a positive experience. The caller ended the conversation by stating that Officer Janda "was a great officer."

Provo police officers and firefighters rescued a 13-year old boy from the Provo River on June 4. Some of the officers suffered injury in the process. Although the boy eventually passed away, the person who called 911 later said "It was very obvious they had a well orchestrated and rehearsed plan. . . . It was agony to be so helpless in such a critical time . . . but the discomfort was eased some by the organized, efficient and heroic efforts of the Provo Police and Fire and Rescue. Thank you for the support the City of Provo gives to maintain such excellent and dedicated emergency personnel."

Public Works
Public Works employees rescued a woman from her balcony yesterday. She had just moved into her house and in the process of moving locked herself out. Public Works crews working on the street in front of her home noticed her on the balcony at 12:30 p.m. When they came back from the other end of the project at 3:30 p.m., she was still there. Don Spivey with Water Distribution asked how she was doing and she said, "Good, if I hadn't locked myself out." She said her husband would be home around 6 p.m. and could let her in. Don made arrangements with Richard Snyder to bring the boom truck to help her down. She was very grateful.

"Last Saturday I . . . [took] my son to the airport to watch the planes fly. At one point we got out of the car to take a closer look, somehow (I am still trying to figure this out) I locked my children in the car, in their car seats with the car running in the hot sun. Of course my phone was in the locked car as well. My three year old son couldn't reach to open the door from his seat, and my one year old baby wasn't any more help (of course) . . . I waved down a mail truck and used a phone to call my husband, who called every locksmith he could find. There would be no available help for at least 30 minutes. . . . Another kind passerby stopped . . . and somehow located the Provo police . . . Officer M. Webb showed up minutes later and skillfully used some blood pressure-like apparatus to get the car unlocked. . . . M. Webb didn't say much but made sure we were alright and took off in his car for the next call. I could've hugged him, but instead I am sending this email."

" . . . My original question to you was to determine who I should speak with at the city to try to expedite our building permit to finish out the second floor above our offices. Before you and I even had the chance to speak, I received a call from our builder. After he left our hangar, he stopped by city hall to inquire about building permit timing. He was pretty much speechless and thoroughly impressed when told to expect 3-5 days. This builder's experience in other communities is closer to 3-5 weeks.
Kudos to the entire city staff for being so responsive! This type of responsiveness and a positive 'can-do' approach to issues is one of the things which drove Provo to the top of our site selection process."

Lana Bohnet
Lana Bohnet was recently commended by the lead detective on a very high profile Provo rape case for her contributions at a recent preliminary hearing.
Lana was called to testify about our evidence handling procedures in this case. Lana appeared in court and represented our department well. Her appearance and demeanor were very professional and her testimony was excellent. She gave no indication of nervousness or uncertainty and answered the questions with apparent ease.
Judge Laycock bound over the suspect on all counts and stated that she was persuaded to do so by Lana’s testimony that the evidence in this case had been handled properly.

When he got my wallet back, he delivered it back to me where I live in Spanish Fork. I really appreciate the work he did in finding my wallet. A resident called to compliment Jim Wohlwend. She lives in southeast Provo and forgot to put out her garbage two weeks ago and Jim, the driver, stopped and took her can out and emptied it. "I lost my wedding ring down the irrigation canal access panel in the BYU Creamery parking lot at the corner of 900 East and Birch Lane. I now have it back and I have them to thank for it. . . . As you might recall it rained all day today (Monday) and the extra chill meant my ring was looser than usual on my finger. As I put my groceries in the backseat . . . my ring came off. . . . Unfortunately, a futile search left the canal access as the only place my ring could be. I placed a call to the Provo City Storm Drain Division . . . my heroes arrived . . . with their three trucks and saved the day. Their teamwork and ingenuity uncovered my ring from under a foot of storm drain runoff in less than 20 minutes! Furthermore, their good attitudes distinguished them as model examples of professionalism. You should be proud to have them as Provo City Employees. I am grateful for their dedicated and timely after-hours service in cold rain to help a Provo resident in need."

I noticed the collector stopped in front of our house, and he got out of his truck and ran up to our house, grabbed the garbage can, took it to his truck, and emptied it. I was SO grateful!!! A resident notified the Police Department that he had the opportunity to participate in the Ride Along Program with Officer Ken Newell. He said he was extremely impressed by his professionalism and that he felt like the Police Department was top notch and very pro active, based upon the behavior of Officer Newell. This resident went out of his way to make phone contact with a supervisor, said he had a good time, and felt the department was lucky to have Officer Newell.

". . . there was a power outage in our neighborhood. Our house was only affected for a moment, however, the power remained off for our neighbors across the street and around the block. My husband contacted the Energy department and within 10 - 15 minutes of his call, an employee arrived. Ultimately five employees were called out. . . . Those five guys had already worked their 10 hours for the day prior to being called out. The transformer . . . wasn’t easily accessible. In addition to that challenge, it was 16 degrees outside. They were there until 1:15 a.m. and afterwards, they had to respond to the east side of town for another power outage. . . . I would like to thank them for responding to and resolving the problem as quickly as they did. Their families also need to be thanked for tolerating the impositions of the job and the sacrifices it requires them to make."

"In front of the Zions Bank building, the top of a light fixture was missing. I called and spoke with Randy Barney in Energy. . . . He explained the circumstances surrounding the missing light and as progress was made in resolving the issue, Randy kept in touch and was very courteous. This issue was solved promptly and there were lights as of last week! While Randy was solving the above light fixture issue, we found another problem with a light pole on Center Street. . . . Randy sent someone down to look at the pole that same day and temporarily fixed [it] . . . I am very grateful to Randy and his crew for their attention to our downtown area. The consideration to my requests was respectful and polite. This is a great example of the "system" working well!
There was a hole in the sidewalk in front of India Palace (100 W. Center). This hole had been there for many months and nothing was happening to fix it. An orange cone was placed over the spot to warn people of its location, but the cone would frequently disappear. After speaking with several employees, I was directed to Casey Serr in Engineering. He took responsibility for the project and within a week there was a new cover in the sidewalk replacing the holey one."

When I called dispatch, I thought my car had been dented but . . . I realized . . . the car hadn't been damaged. When he got there . . . he was really nice and took a description of the kid who threw the snowball and said he'd patrol the area looking for him. I appreciated that he didn't make me feel like an idiot for being so upset about a snowball hitting my car (I swear, the kid threw the snowball really hard.) "I would like to tell you about a very busy day we had just before Christmas. I work in Energy Dispatch, we take all the calls from people that have power/tree/water problems and send our guys out to fix them. We had a pretty good snow storm going . . . when I came in at 6 am, the calls were already starting to come in. It got so busy that I could not handle the volume myself, my supervisor was not due till 9 . . . . so I asked his boss, Alex, to come and help me . . . . he stopped what he was doing and came to my rescue. Jan, the engineering secretary. . . heard from Customer Service that we were getting lots of calls and wanted to know how she could help. Dave, the lineman boss turned all his employees over to us . . . so we had 3 lineman crews that day . . . word got around and more people stepped in to help. . . Joel, the sub tech supervisor . . . offered his people for extra manpower, which we quickly took advantage of. Scott, the tree crew boss, also . . . offered his full co-operation. As many of the calls were about fallen trees/branches, the tree crews ended up being heavily involved and willingly did whatever we asked of them. We kept all the line crews, and some of the electricians and tree crews busy all day that day. . . . every time one of the crews would finish a job, they called in the report and then asked "what's next?" All day everyone involved set aside whatever they had on their schedule and helped with whatever we needed done, always asking "what's next?" when they finished. . . I have never worked with a better group of people!"

He comfortably approaches the animal and then notes the collar has a helpful phone number. . . . we await the animal control unit's arrival. "I would like to thank two officers of the Provo Police Department for their kind actions, which took place Saturday, October 30, 2010 at the Downtown Business Alliance Annual 'Trick or Treat' event.
The event attracted up to four hundred children and the two officers were handing out candy to these children on their own accord. The Police Department did not know these officers were doing this. The Officers are Sergeant George Besendorfer and Officer Rory Rasmusson.
I believe this is an 'Extra Mile' effort by a few to reach out to many. I, and many others I know are so impressed with these officers. Thank you."

"I work in Parks and Rec, but I saw something on my street, in Provo on Monday, that I thought you should be aware of. The green can yard waste driver of truck number 804 went above and beyond and should be commended for his excellent service. It was around 9:20 a.m. Monday November 8, 2010. The driver of the truck was dumping a green yard waste can and a bunch of leaves fell out of the can or out of the truck. I thought he would just drive on to the next can and leave it. I passed him to run an errand at a neighboring home and when I came back around the corner, the driver was out in the pouring rain, sweeping and shoveling the spilled leaves by hand. He probably left that part of the street cleaner than when he arrived. I was quite shocked to see him being so diligent and meticulous. I really appreciated him taking the time to make our neighborhood a beautiful place.
I thought you should know and it really made my day to see that level of service from Provo City."

"I just wanted, as a citizen, to have my voice heard about the case which concerned me and involved the theft of several items that are critical to my classes at Utah Valley University and to an ancestral project I have been compiling for my family for the past year.
Upon meeting Officer North, I observed he was keen and dedicated to solving the theft . . . . I admit I was skeptical at ever seeing my laptop again and was fearing the worst. . . . Officer North noticed the critical feeling of importance that retrieving my hard drive and computer meant to me, and he kept me informed and up on any new information . . . He did a commendable job with all his response, follow up and with his action in solving my case and I am nothing but impressed in the quality of Officer North and I wanted it to be known that he demonstrated a demeanor that has restored my faith in Provo's law enforcement team.
I was particularly impressed in the detail he kept in mind that brought about the suspect into finally divulging the whereabouts of my stolen articles, and his prompt response in making more than one trip to the jail to confirm some of the evidence that brought about the resolve in my case.

A neighbor of an 86-year-old resident called to compliment sanitation truck driver Todd Whitelock. The 86-year-old lady has been so ill lately, to open her can is a struggle, so she has been tossing her bagged garbage out the back door. Todd went up and drug out her can and dumped it and then went back and picked up all the bags and put them in the truck. Her neighbor called later and said that she had not seen service like that in a long time, and wanted to give him a great big THANK YOU.

When they brought me down to meet my family, I met Officer Barry and the rest of the Search and Rescue Team. A Provo resident called to say thank you to Alan Leftwich for how he handled his garbage. The caller had just had back surgery, and when he put boxes in his trash can, he worried he did not put them in correctly and they might fall off. Mr. Leftwich drove the caller's route that day. It was a Monday and the cans were quite full. Many were overfilled and garbage fell off when they were empty. Mr. Leftwich would get out and pick up the garbage. When the caller's boxes fell off and went under the truck, Mr. Leftwich climbed under the truck to retrieve them and throw them in. The caller was very appreciative.

"Three juveniles decided to start a decorative bush on fire in front of our rental property. . . [The fire trucks] quickly acted once there and were ready to take on the problem. They were thorough and conscientious as they dealt with the situation. They were impressively organized and kept us updated and informed every step of the way. . . While the fire department was fighting the fire, Provo PD were starting their investigation. They were quickly getting information to track down the juveniles. . . The juveniles turned themselves into the police--were questioned and charged with felony arson. Two of the kids have come personally to apologize which is a good first step. Once in touch with Karen, she got the power reconnected immediately and facilitated a better arrangement with the landlord. He appreciated her great professionalism and dignified care.

A Provo City resident called the Public Works Department and asked the name of their garbage truck driver. It was Jeff Lane and the caller said he has been their garbage man for many years and has always done a great job. Officer Chet Whatcott has been named 'Gang Investigator of the Year' by the Utah Gang Investigators Association (UGIA). The Utah Gang Investigators Association (UGIA) is a Statewide organization with members from all regions of the State. The UGIA names a 'Gang Investigator of the Year' at the first quarterly meeting of each year. Nominations for this award are sent to the association prior to the conference and a vote is then conducted. Chet was nominated by peers in another jurisdiction.

Traffic Stop Solves Graffiti Cases

On February 19, 2010, Officer Palmer stopped a vehicle for a traffic violation. Upon contact with the driver, Officer Palmer noticed that the driver was dressed in all black clothing and seemed extremely nervous. As the driver retrieved his driver’s license, registration and insurance information, Officer Palmer noticed several large markers in the vehicle that are commonly used for graffiti. As Officer Palmer investigated further, he became more and more suspicious that the driver of the vehicle was involved in doing graffiti. With the help of Officer Kent and COP Officer Barker, Officer Palmer was able to locate other evidence of graffiti in the car that included more markers, practice graffiti sketches, and spray paint. Because of Officer Barker’s familiarity with the graffiti going on around town, he recognized the practice sketches as being the same as graffiti being done in Provo City. As Officers Palmer and Barker continued to investigate, they were able to clear and solve 29 active cases of graffiti and two new cases, for a total of 31 cases solved.

Footprint Leads to Arrest for Auto Burglaries

On January 2, 2010, Officer Webb was dispatched to a reported auto burglary. While conducting his investigation, he observed that several cars had been burglarized in the same area. During his investigation of at least eight auto burglaries, he documented valuable footprint evidence. Officer Webb shared the information about the footprints with his fellow officers.
Seven days later, on January 9, 2010, Officers Smith and North came in contact with an individual on an unrelated case. They noticed that the individual’s shoes matched the pattern left at the auto burglaries seven days earlier. Officer Webb was contacted and through the efforts of these three officers, the eight auto burglaries were solved, property was recovered and other crimes discovered and solved

Police Officer Helps Deliver Baby
On January 13, 2010, just before 7 p.m., Officer Devon L. Jensen was flagged over by two females in a passenger car at 1860 South University Avenue. The vehicle was exiting I-15 in an attempt to make it to Utah Valley Regional Medical Center hospital. He found a female starting to deliver a baby. Officer Jensen notified Dispatch and requested paramedics to respond. Before they arrived though, the baby decided it was time, and with the help of Officer Jensen, a baby boy was born. Paramedics arrived a short time later and transported both mother and baby to the hospital, where they are doing well.
