Neighborhood Revitalization


Revitalizing our Pioneer Neighborhoods

In 2000, Provo City made a commitment to partner with our local non-profits and neighborhoods to engage our community in efforts to revitalize and preserve our Pioneer Neighborhoods. This ongoing effort if supported by private and federal funding, as well as a Congressional Economic Development Initiative (EDI) Special Purpose Grant for home ownership. Our vigorous determination to succeed is having a profound impact on the lives of those living in these neighborhoods.

Down-Payment Assistance

An important element of our revitalization efforts is our down-payment assistance programs. Down-payment assistance is available for home owners at various income levels through the Provo City Redevelopment Agency. Purchase Rehabilitation Resell

In partenership with NeighborWorks Provo the Provo Redevelopment Agency provides funding for the purchase for homes most in need of rehabilitation in the Pioneer Neighborhoods. The home is then sold to an owner-occupant with down-payment assistance. Upon completion of the rehabilitation the home becomes an asset to the neighborhood rather than a liability.

Healthy Neighborhoods

On a city-wide basis the Healthy Neighborhood Program provides opportunities for neighborhoods to develop a vision, plan, and work towards becoming a neighborhood of choice. Provo City provides training and assistance to neighborhoods to develop neighborhood action plans. These are neighborhood-driven documents that outline the vision, goals and objectives that the neighborhood can implement. The key to healthy neighborhoods is defining measureable outcomes that will assist the neighborhood and the City in making long-term decisions.

Beautify Your Block

The Beautify Your Block Project will provide financial assistance and incentives to improve the exterior of both owner-occupied and rental homes in approved target areas. Creating targeted areas is a neighborhood-driven approach to neighborhood revitalization that will maximize limited resources, create significant impact to the neighborhoods and encourage private investment. 

The goal is to create a concentrated, positive visual impact, recognizing the positive impact that individual and collective improvements can have on the overall appearance, quality and vitality of a neighborhood and community. This program invites neighbors to work together to identify projects on a common block and improve the physical conditions and positive image of the neighborhood. As part of an overall revitalization strategy, the intended outcome is to stimulate private investment, encourage new affordable home ownership and maintain the existing housing stock.

Applications will not be accepted until a targeted project area has been identified and a work plan has been outlined and approved by the Provo Redevelopment Agency. All projects must address the elements of a healthy neighborhood including: creating a positive neighborhood image, good physical conditions, strong social connections and a viable real estate market. The approved work plan must be completed within three years.
