The Neighborhood District Program provides public participation and involvement in Provo City affairs and facilitates communication between the City Council and the public (as outlined in Provo City Code Chapter 2.29). Each Provo resident lives in a Neighborhood and those Neighborhoods are grouped into Districts which are led by a volunteer Executive Board. Residents, board members, and city staff hold quarterly Neighborhood District Meetings at City Hall and over Zoom to solve local problems, achieve shared goals, deliver services, build community, and organize social activities.
Call for Applicants
The City Council is currently accepting applications for residents or business owners to represent the Riverside, Lakeview North, Lakeview South, Provo Bay, Sunset, North Park, and East Bay Neighborhoods on the Neighborhood District Executive Boards. - Is this a volunteer position? - Yes.
- How long is the term for? - Four years.
- When do the terms start? - Staggered terms starting January 2023 and January 2025.
- Do I need to live in the neighborhood I represent? - Neighborhood District Executive Board Members must live in or own a business in the Neighborhood and District they represent, except for the University Neighborhood (representatives are nominated by the President of BYU), the Downtown Neighborhood (one of the representatives is nominated by Downtown Provo, Inc.), and the Joaquin Neighborhood (one representative is a student housing property owner).
- Will it be just me representing my entire neighborhood? - No. Each neighborhood will have two representatives, one new and one experienced. Plus, you have a whole District Board to work with.
- How do I find a list of current board members and when their terms end? - Click here for a list of current Neighborhood District Executive Board members, term expiration dates, and contact information.
- When is the last day to apply? - Sunday, November 17, 2024, but applications are still being accepted for the neighborhoods who do not have two representatives.
- What if I miss the application date? - We’ll keep your information on file in case there’s an opening for your neighborhood.

- What type of people are you looking for? - Provo residents who are concerned about the needs of their community.
- What if I want to be more involved with Provo City? - Many of the Provo City Council, Commission, and Board Members started in the Neighborhood Program. It’s a great way to learn how the city works and to interact with elected officials and city staff.
- How many meetings will I need to attend each year? - Four Neighborhood District meetings a year, which you can attend in person or through Zoom. There’s also 1-2 optional training meetings and an optional all-District meeting with the Mayor and Provo City Department Heads.
- What's the time commitment? - It depends on how involved you want to be. Some board members put in 2-3 hours a month; others put in 2-3 hours a week. Besides the four meetings a year, most of the time is spent reading emails about the meeting agendas and proposed development in your community.
- When and where are the Neighborhood District meetings held? - Wednesdays at 6:00 PM at City Hall and over Zoom.
- I'd like to serve, but I have church obligations on Wednesday evenings. - There are 52 Wednesdays in a year and we're asking for just 4 of them. Meetings start at 6 PM and we have the city staff reports and land use items first so you can attend by Zoom before your church obligations.
- What exactly do Neighborhood District Executive Board Members do? - They listen to their neighbors, add resident concerns to meeting agendas, problem-solve with Provo City staff, notify Public Works where traffic studies need to be done, coordinate service projects, decide where grant money is spent, and inform their community of proposed land developments.
- Will I have help? - Yes. You have your other board members to share the load and a Program Coordinator who oversees the agendas, meeting rooms, Zoom, refreshments, social media, website, newsletters, grants, as well as communicate with developers, Provo City, and Provo School District.
- Who decides who serves on the Neighborhood District Executive Boards? - The Provo City Council (after reading public feedback on the applicants).
- How do I give feedback to the City Council on applicants wanting to represent my neighborhood? - You can comment online at opencityhall.provo.org or email the City Council at council@provo.org.
- When is the last day to give feedback? - Sunday, November 24, 2024.
- When will the City Council decide who will serve on the Neighborhood District Executive Boards? - December 2024 and the board members will start serving January 2025.
