ABOUT THE COUNCIL

The Provo City Council is a part-time legislative body made up of seven elected members, each serving a four-year term. They meet regularly to pass local laws, set taxes, fees, and utility rates, and approve the City budget. The Council also reviews an annual audit of the City's finances. Council staff provides policy analysis, legal counsel and administrative support, and ensures public access to ordinances, resolutions, and meeting information. The Council Office also manages the volunteer Neighborhood District Program and Provo Youth City Council.

Citywide I - Katrice MacKay

Katrice MacKay

Katrice MacKay grew up attending Edgemont Elementary, Farrer Middle School, and Timpview High School. After graduating from the BYU Marriott School of Business she moved to San Francisco and Seattle. Katrice moved back home to Provo to raise her children (one girl and three boys) with her husband John "Dewey" MacKay.

Gary Garrett was elected to the Provo City Council Citywide Seat. He and his wife, Jana, chose to raise their five children in Provo, drawn by the city’s quality of life. Gary has over 30 years of experience as a business and civic leader in downtown Provo and holds a master’s degree in public administration. He has worked with the Utah Valley Chamber of Commerce and the Provo Downtown Alliance, and served on numerous community boards. Gary also co-chaired a committee that helped bring the Provo Rec Center to the community.

Craig Christensen has lived in Provo for over 30 years. He attended Brigham Young University, earning a bachelor’s degree in English, and later received an MBA from Harvard Business School. Craig and his wife, Susan, chose to settle in Provo to raise their family.

Craig has started four businesses, creating hundreds of local jobs and gaining firsthand experience in fostering economic growth. He has also led efforts to preserve Utah Lake and Bridal Veil Falls, advocating for the community’s interests. Craig is focused on promoting sensible growth, a business-friendly environment, and the preservation of Provo’s unique charm.

District 3 - Becky Bogdin

Becky Bogdin

Becky Bogdin was elected to represent District 3 in 2023. Becky attended Utah State University with a degree in accounting and a minor in Portuguese. As a 20-year resident of West Provo, she has served on various programs within the city. This includes: the Provo Police Advisory Board and serving multiple terms as Neighborhood Chair and Area Representative. Becky is a mother to 5 children (4 girls and 1 boy) and is married to Shane Bogdin, who teaches Special Ed in Utah County.

District 4 - Travis Hoban

Travis Hoban

Travis Hoban was elected in 2019 and represents District 4. Travis is Chief Technology Officer for a tech company and currently services in the Republican Party as Precinct 31 Chair and as a State and County Delegate. Prior to his career in the tech industry, he held senior leadership positions in banking and professional sports. Travis moved to Provo 22 years ago to attend Brigham Young University for his BA, and then to Salt Lake City and the University of Utah for his MA. His wife, Vicki, was raised in Provo and is the head cheer coach at Provo High.

Rachel Whipple

Rachel Whipple was elected in 2021 to represent District 5. Rachel and her family moved to downtown Provo in 2009. Over the years, she has served on various city committees and on the boards of local nonprofit organizations. She is a civil litigation attorney in Provo and enjoys hiking, gardening, and textile arts.

COUNCIL PRIORITIES

Homeowner Occupancy: Increase homeowner occupancy to 50% by 2029 through a balanced mix of home types across the city, with a focus on zoning updates.

Active Transportation & Street Safety: Improve safety and accessibility by directing supplemental money not used for matching grants towards sidewalks around schools.

Code & Parking Enforcement: Address parking issues and support homeowner occupancy by addressing over-occupancy concerns.

Employee Talent Retention: Fund merit increases, cost of living adjustments, and market study increases to prevent turnover and maintain high-quality public service.

Efficient Delivery of Services: Ensure the efficient delivery of Provo City services, projects, and programs.
