City Engineering Division

About UsEngineering, a Division of Public Works, designs and coordinates Provo City’s capital improvement projects, traffic systems, infrastructure construction permits, utility inspections, and assists in development review to ensure adherence to appropriate design and construction standards and specifications.

Our staff of engineers, technicians, surveyors, and team of inspectors closely examine and manage the safety and efficiency of traffic signals, transportation infrastructure, pedestrian facilities and construction.

We utilize a management program analyzing our existing sidewalks and 915 roadway lane miles to formulate an ongoing maintenance schedule. Construction permits, contractor pre-qualification and utility inspections are coordinated through the Engineering Division. Also, our division assists in transportation planning efforts which include the Transportation Master Plan and bicycle and pedestrian information.

Transportation Master Plan

The Engineering Division oversees the Transportation Master Plan (TMP). The purpose of the TMP is to guide those who make or explain decisions that affect Provo City’s transportation network, help the public understand the rationale behind the decisions, and to ensure that a coordinated, master-planned effort is undertaken to plan for the transportation needs of the city given the current and future land use planning. The TMP serves to explain the vision for long-term multimodal transportation systems supporting the Provo City community well into the future.

Standards & Specifications

In order to ensure public health, safety and welfare for all design and construction projects, Provo City has adopted APWA Standards and Specifications along with Provo Standard Drawing Details and Provo City Development Guidelines. Before using any APWA Standard Plans, you must check the Provo Standard Drawing Details for modifications to the APWA Standard Plans. These drawings and related specifications shall be used for all publicly owned infrastructure projects and some privately owned infrastructure within Provo City.

The Engineering Division is responsible for receiving, processing, and issuing a permit for any excavation, trenching and utility installation. In addition, pre-qualification requirements and forms must be submitted, verified, and on file with the Engineering Division before an excavation permit will be issued. All work must be in compliance with Provo City Standards and Specifications. Apply for a permit online. Bicycle & Pedestrian

Bicycling in Provo City is guided by the vision that “Provo City will create strong families, vibrant neighborhoods and a healthy community through the promotion and accommodation of bicycling as a vital means of everyday transportation creation”.

Provo City currently has over 100 bicycle lane miles and 35 paved trail miles which include the scenic Provo River Parkway Trail. In efforts to meet the vision, goals, and objectives set forth by the Bicycle Chapter of the Transportation Master Plan, we continue to increase bicycle lanes and pedestrian paths as new roads are constructed and existing roads are improved. Provo City has been designated a silver-level bicycle-friendly community by the American League of Cyclists.
